BEA was founded in 1995 by Christian C. Badger in the City of Carmel, IN, where he served as the city engineer. Mr. Badger has been involved in the practice of Civil Engineering since 1986.

He opened the Lebanon Office in 2003 and has recently opened offices in Crown Point, Indiana and Phoenix, Arizona.
